In compliance with Par. 6. Circular No 10. from Headquarters Asst. Commr. State of Va. dated at Richmond Va. March 12th 1866, I have the honor to state that I have no cases to report in which injustice has been done the Freedmen, by any one having authority to act in the premises, either by neglecting to receive and act upon a complaint, or sworn information tendered by a colored person.

My report for this month would be, if carried out at length, substantially the same as my report of October 31st 1867.
