In compliance with Cir 10, reports that all criminal cases (to which freedmen were parties) tried in his Division, were treated with impartiality and fairness as far as the courts were concerned, but the Jury in King Geo Co. found two colored men guilty on circumstantial evidence &c 10 [[stamp]] STATE OF VIRGINIA.
