General

I have the honor to report in compliance with Circular No 10, Par 6 Hd Qrs. Asst Comm'r State of Va. dated Richmond Va. March 12th 1866, the result of transferring to civil authorities jurisdiction in criminal cases over colored persons with reference to the interests of the latter, in my division for the month of May 1868. 

At the May term Culpeper Co. Court, the following cases in which a colored man was a party came up - viz - Commonwealth vs Hove charged with committing an assault and battery upon the person of Page Lomax (Col'd) Case continued one juryman too many being sworn and no agreement for withdrawing one could be made - Com'th vs Lomax cold (case recessed) charged with same offence jury found a verdict of guilty & fine $15.00 verdict set aside by the court and a new
