I have the honor in compliance with circular No. 10 dated H'd Qrs Asst Commr State of Va. Richmond Va. March 12th 1866. to make the following report 

There has been no cases brought to my notice in which the freedmen in my division received inattention or injustice at the hands of the Civil authorities during the Month of May 1868
