General,
I have the honor to report pursuant to Cir. No 10 Series 1866 from Hd Qrs Asst. Com Dist of Va. that, so far as ascertained, Civil Justice has been fairly administrated in this Division in cases on which the rights and interests of Freedmen were involved during the present month. I have been present at several of the most important trials, although unable as heretofore mentioned, to attend all trials and examinations in the several Mayors, County, Corporation and Circuit Courts sitting in this Division.
