In compliance with Circular No 10 from Head Quarters, Asst: Comr: State of Virginia, dated Richmond, Va., March 12th 1866, I have the honor to report that no cases of injustice toward freedmen by the Civil Authorities of Alexandria County, Va., have come to my knowledge during the month of May, 1868.
