B.R.F. and A.L. Richmond Va. General, In compliance with Circular No 10. Bureau of R.F. & A.L. Head Qrs Asst. Comr. State of Va. dated Richmond Va. March 12 1866. I have the honor to report that of the cases of a criminal nature tried by the civil courts of my Division - to which colored persons were parties - all but one were treated with impartiality and fairness and the law respecting their testimony carried out in good faith. The one case refered to is that of George Crump who was charged with stealing. it being a Penitentiary offence the court refused to bail him. I have refered the case to the Military Commissioner for Spottsylvania Co Va Very Respectfully Your Obd Servt Hector Sears A.S.A. Commr
