Brown Asst Commissioner Dist of Virginia Richmond Va General I have the honor to report in compliance with Par 6 Circular No 10. Hd. Qrs. Asst Comr State of Va dated Richmond Va March 12th 1868. the result of transferring to civil authorities jurisdiction in criminal cases over colored persons with reference to the interests of the latter - The cases that were to be tried this term of county court were continued no cases were tried at this term Rappahannock Co court. No colored persons in confinement in the jail of either of said counties of Culpeper & Rappahannock - I am General Very Respectfully Your Obt Servt W.A. MacNulty A.S.A. Commr
