General:
In compliance with Par. 6. Cir. No. 10. from Hd. Qrs. Asst. Comr. of Va. I have the honor to report that that the transfer of jurisdiction in criminal comes where freedmen are concerned from the Mil. to to the civil authorities has not resulted in injustice to the freedmen in this Divn. during the past month.  The courts are under the watchful care of our excellent Mil. Comr. however who is stationed at Charlottsville.  Between him and our Governor the freedmen are likely to get ample protection from any unjust criminal prosecutions
