BUREAU REFUGEES, FREEDMEN AND ABANDONED LANDS,
HEADQUARTERS ASS'T SUB-ASST COM'R 4TH. DIV. 2ND. SUB-DISTRICT,
Burkeville, Nottoway Co. Va., June 30th 1868.

Bvt. Capt. W. A. Coulter
A.A.A.G. Head Qr's Ass't. Comm'r Dist. of Va'.,
Richmond, Virginia.
Thro' Head Qr's 2nd Sub. District)
Captain:
In accordance with the requirements of Circular No 10, Series of 1866, Head Quarters Assistant Commissioner State of Virginia, I have the honor to submit the following report of the manner in which justice has been administered in this Sub. Division during the month of June 1868.
But few cases in which freedmen were interested were before the County Court this month and those tried were, in my opinion, fairly decided. No complaints have been made against Magistrates during the month and I have heard of no instance in which injustice has been done by them, tho' many of them still manifest an indisposition to take the iniative in cases of complaints preferred by freedmen against white people, they do not hesitate to hear such cases when their attention is called to them by the Bureau Officer.
I am, Captain,
Very respectfully
