"97" Bureau Refugees, Freedmen & Abandoned Lands. Head Quarters 1st Div Sub-District, Va. Norfolk, Va. June 30th 1868. Bvt Brig Genl O Brown Asst Com B R F & A L, Dist of Va Richmond, Va. General,- I have the honor to report pursuant to Cir No 10 series 1866 from Hd Qrs Asst Com Dist of Va that so far as is known at these Hd Qrs the Civil Courts have fairly administered Justice in this Division during the present month in cases where the rights of Freedmen were involved. Several cases where from the prejudice of race there was great danger of injustice being done to Freedmen, have been adjusted without reference to the Courts, and to the mutual satisfaction of the parties concerned. The Bureau by seasonable advice to Freedmen in reference to their rights and proper methods of obtaining redress for the violation of the same, can thus be made of great service to them I am General, Very Respectfully Your Obt Servant J.H.
