General:
In accordance with Par No 6. Cir 10 Series 1866, Hd Qrs Asst Com. State Va. I have the honor to make the following Report, viz: That the Quarterly Session of the County Court commenced Aug 17th 1868 and was in Session that day & the 18th, 19th, 21st & 22nd Days of August. I watched the proceedings closely, and I believe every colored man brought before the Court for trial on the 17th, 18th, & 19th were found "Guilty" and sentenced to the penitentiary for a term of from one, to fifteen years. And one, or two were found "Guilty" on the poorest kind of circumstantial evidence. On the evening of the 19th, one of the Lawyers (Richard Baptiste) while pleading at the bar fell down and died immediately thereafter. The Court then took a recess until Augt 21st and then remained in session the 21st & 22nd.
