In compliance with Circular 10 Series of 1866 from the office of the Asst Commr at Richmond I have the honor to report for the month of August that but one case of unfairness of a grave character, in the administration of justice with reference to a colored man has come to my notice  This I have referred to the military Commr as per accompanying copy of letter

These are of course minor cases continually coming up, of strong prejudice, and disinclination on the part of the whites to do the colored man justice
