Captain:
In accordance with the requirements of Circular No. 10, Series of 1866, Head Quarters Assistant Commissioner State of Virginia, I have the honor to submit the following report of the manner in which justice has been administered in this Sub Division during the month of September 1868.

So far as reported, there has been no injustice done in cases, to which Freedmen were parties, tried by the civil authorities during the month.  No complaints to that effect having been made against either the Magistrates or County Court.  The indisposition of Magistrates to take action in cases of complaints preferred by Freedmen against white people (heretofore reported) still exists; they always attend to such cases, however, when their attention is called to them by the Bureau Officer.
