I have the honor to report that civil Justice is impartially administered as between whites & blacks, in this Sub Dist

I have no idea that it will be however one moment after the present pressure is withdrawn  The idea that every thing is no done under protest from the existence of Milt. occupation & that a negro has no rights a white man is bound to respect is too strongly rooted in the nature of these people to allow any other supposition.

The only hope for entire justice or partial even for the African for years to come exists on education.
