I have the honor to make the following report of the administration of civil justice in the 3rd & 4th Divisions, 8th Sub District, Va., comprising the counties of Montgomery, Pulaski, Giles, Roanoke, Craig & Floyd, for the month of October 1868.

The civil magistrates as well as the courts, as far as I am informed, have been impartial in their decisions, in cases where Freedmen were concerned.  Both complaints made against, and by Freedmen, have been impartially heard and acted upon - and their cause fully attended to.  Very few have been 
placed under arrest, prosecuted or committed to Jail for acts committed against the law, proving that they are gradually redeeming their character, for honesty, integrity and uprightness.
