In compliance with Circular No 10 Series 1866 Asst Commr of Va I have the honor to report that no casers of injustice to freedmen, by reason of rejection of their testimony or otherwise on the part of the Courts of my Division or the Magistrates have come to my notice during the month ending Oct. 31st 1868
