In compliance with Par IV Cir No. 10 Hd. Qtrs Asst. Com'r &c Richmond Va. March 12th 1866 concerning the result of the operation of the "Order" restoring to the "Civil Court" jurisdiction over colored persons I have the honor to report as follows, viz:

By reason of the fact that I persist in preventing, as far as is practicable, Freedmen cases from being adjudicated by the Magistrates, but few of such cases have gone before the inferior Court during the month.  In this I am governed by convictions resulting from my experience in other portions of the state.
