General:

I have the honor to report pursuant to Circular No. 10, Series of 1866, that, during the past month no complaint of injustice to freedmen has been received at this office and so far as I have been able to ascertain the administration of justice has been conducted with impartiality throughout this Sub District.

I have, upon inquiry, been able to learn of no cases arising under the provisions of Circular No. 24. C.S. from your office.  Said Circular has been distributed, and carefully published among the freedmen
