General:

I have the honor in compliance to Circular No 10 S. 1866 to make the following report for month of October 1868.

No complaints of injustice except of trivial character has been made to these Hd. Qurs. during the month of October.

But I can assure you that were it not for fear of the Bureau officers and Mil. Comr's great injustice would be done to the ignorant Freedmen in this Div.
