I have the honor to report in compliance with Circular No 10 Par 6. Hd. Qrs. Asst. Comr. State of Va. March 12th 1866.  The result of transferring to Civil authorities jurisdiction in criminal cases over colored persons with reference to the interests of the latter in my Division during the month of October 1868.

There were no cases either criminal or civil tried at the last  term (Oct) of the County Court of Rappahannock County to which a colored person was a party.

In the County Court of Culpeper Co. Va. there were two cases of larceny & one of assault and battery.  The former parties confessed the commission of the crime.  In the case of assault & battery the counsel for the prisoner moved that the accused be discharged upon the payment of the fine imposed ten dollars and the payment of the find imposed $10.00 and the payment of the costs of the prosecution.  Which was refused by the court who imposed an additional punishment of (3) three months imprisonment in the county jail.  As the Commonwealth's attorney did not object to the motion of counsel for the accused above referred to, a petition to the executive
