General,
In obedience to par VI Circular no. 10 series of 1866 Hd. Qrs. Asst. Commr. State of Va. I have the honor to report that not half the criminal cases have been before the civil courts of this Division within the last month that there ought to have been.  By this, I mean that there have been several instances of, not only sheep & hogs, but cattle having been stolen & slaughtered by unknown parties, either white or colored, who are yet at large.

There has been but very few litigated cases of a civil character, of Freedmen, before the courts or even single magistrates in this Division, in the last month, owing, however,
