In compliance with Par. VI. Circular No. 10. Series 1866. from your Head Quarters, I have the honor to submit (for First Division) the following report of the manner in which Justice is rendered to Freedmen by the Civil Authorities and the vast difference, as to the result, whether the complainant is white or colored.

On June 8th last a case of injustice on the part of Mr Samuel Atwell, Magistrate, was reported to your office. The complainant, a colored woman, charged Mr Arthur Latham, white, with beating her child with a stick. On the trial it was proven that Mr Latham entered the house of the complainant, and there assaulted
