Captain, 
I have the honor to make the following report of the administration of civil Justice in the Counties of Montgomery, Pulaski, Giles, Roanoke, Craig and Floyd (3rd & 4th Divisions, 8th Sub Dist. Va.) for the month of November 1868. 

The Freedmen have been dealt impartially with by both the Magistrates and Civil Courts as far as I have been able to obtain information. An old case of seeming injustice by the Pulaski County Court, has recently been referred for the action of the Military Commissioner  It was that of a colored man who failed to obtain compensation for his services after having worked for his Employer for more than a year. It being brought to court, was decided against him, although the facts in this case seemed to warrant a different decision. It will now however be thoroughly investigated, and the cause of the claimant properly attended to.
