I have the honor in compliance with Circular No 10 Series of 1866 Hd Qrs Bureau of R.F. and A.L. State of Virginia to report that there are only two cases of outrage perpetrated by the Courts upon Freedmen during the month in my Division. One was committed by the Grand Jury in refusing to find a true bill against James Snead, white for the murder of Jacob Cash col'd  the facts in the case is contained in the enclosed copy of a letter forwarded to Brvt Lieut Colonel F. M. Cooley U.S.A. and Military Commissioner 

The other case was in finding George Burwill col'd guilty of the theft of tobacco altho he proved a clear alibi  The facts of the case were contained in the petition and letter forwarded through Bureau channels to his Excellency Governor H. H. Wells asking for a pardon for him. The Quarterly term of this County Court is still in session and there are more colored
