General:

I have the honor to report in compliance with Circular No. 10, dated Hd. Qrs. Asst. Com'r. Richmond Va. March 12, 1866, as follows:

There has been several Freedmen tried by the civil authorities in this Division since my last report; two of these cases I wish to investigate and will make special report of; in the third case three colored men were arrested charged with stealing an ox, two of them were acquitted and the other sentenced to six months imprisonment in the County Jail; the evidence was not sufficient to convict him; his brother has gone to Richmond with a petition asking for this pardon; I will not report the facts until it is known whether he will be pardoned or not.
