In compliance with Circular No. 10. Bureau of Refugees Freedmen & A Lands
Head Quarters Asst. Commr. State of Va. dated Richmond Va. March 12, 1866. I have the honor to report that all cases of a criminal nature tried by the civil courts in my Division - to which colored persons were parties - were treated with impartiality and fairness and the law respecting their testimony carried out in good faith.
