I have the honor, in compliance with circular. No 10 dated Hd Qrs Asst Commr. State of Virginia. Richmond Va, March 12th 1866, to make the following report.

There has been no cases brought to my notice in which the freedmen in my Division received inattention or injustice at the hands of the civil authorities during the month of November 1868.
