strong feelings of predjudice that exist towards Freedmen, cause juries to place little weight on most evidence given by Colored people. So long as juries are composed entirely of Whites; will it be difficult for White and Colored to be placed on an equality in regard to trial by jury; nearly all parties engaged in the the trial of Freedmen before the civil courts; as now constituted; are disposed to be very severe on the punishments awarded
