In compliance with Cir. 10. Series 1866. from Head Quarters Assistant Commissioner District of Virginia.- I have the honor to make the following report on the administration of Civil Justice in this Division comprising the Counties of "Prince Edward" and "Charlotte". It not being the quarterly term of Prince Edward Court there was no business transacted there involving Colored people. At Charlotte Court there was ten cases tried. Three of which were sent to the Penitentiary for from one to seventeen years, and seven to the County Jail for various terms under one year. I have nothing to say in extenuation of their guilt, as every charge against the unfortunate men was proved beyond a doubt, and in most cases by disinterrested Colored persons.

I have attended these Courts every month regular since my appointment in this Bureau, and, I must say, that while most of the prisoners, tried before the Courts were guilty, still I could not help to notice in several Cases how the law was strained
