Respectfully returned. The case of Commonwealth vs Mary Jane Hurt (Col) had a hearing before the County Court of Amelia at its last session & defendent sent on for trial before the Circuit Court. Upon investigating this case, I find that the only evidence proven by Plaintiff is that pounded glass was found in the bread which she (defendent) had baked for the use of the family; that said bread was darker than usual, and that when asked to eat some of the bread, positively refused, declaring she would not touch it. Dependents husband by his many conflicting statements to his Wife's counsel, has very materially injured her case. The counsel for defendent is doing all in his power to aid his client, and she will undoubtedly have a fair and impartial trial.

Respectfully forwarded to Maj. Genl Howard for instructions. It seems to be of the greatest practical importance to know to what extent, if any, Martial Law prevails in Virginia and whether the operations of the Bureau are to be subjected to the decisions of state courts.
The question involved in this case is one that will be raised in relation to much of the property held by the Bureau in the state, if the civil authorities are allowed to interfere. I would respectfully request definite instructions on the whole subject involved in this endorsement, as well as on the within case.
