Fort Monroe Va. Oct 30th 66

Respectfully returned to the Ass't Comr inviting attention to endorsement of Capt C.B. Wilder late Supt of this Dist His statement may be relied upon. The courts will use every means of securing him his dues from the freedmen. I have been here since March last but have not seen Mr. Vaughn.
