Respectfully returned to Capt Crandon A QM, Supt 4th Dist Va, with the information that I was not in charge of this Sub Dist. at the time these cases were brought before the Freedmen's Court. I have consulted the associates & they do not recollect the minute particulars of the case "Kelly Vs. Woods", but they are of opinion that the flour was ready, according to agreement, to be delivered when sent for by Plaintiff, which he declined doing, hence the decision to charge Pltff, which he declined doing, hence the decision to charge Pltff with costs. With reference to the case of Randolph Boldin & others, I cannot obtain any information whatever - but the associates feel confident that there was good reasons for their judgement, which certainly appears to me not to be very easily explained. They are of the opinion that the Pltffs were colored.

With reference to the case "Davis vs. Anderson - I resp'y beg to remark that, as there is no orphanage in the County for Freedchildren, it has been & is the custom of this Court to recommend, not to order, the County Court to bind out orphan Freedchildren to substantial [[strikethrough]] children [[/strikethrough]] parties, whose character has been first inquired into by the Court. Such children are bound out in every particular according to the Laws of the State for White Children, and in each contract there is a clause that they are educated. This practice, to my own knowledge is working very satisfactory in this County, but, if not approved by Colonel O. Brown, I  respectfully request instructions as to their disposal.
