Endorsement on communication of Jno. Williams., Agent Sub-Dist. Louisville, dated Louisville, Miss. Sept. 23 1867, asks information relative to freed persons breaking contracts, whether an Agent of the Bureau is the proper person to apply to for assistance of the civil Authorities.

Respectfully returned to Mr. Jno. Williams, Agt. Sub-Dist. Louisville. It is the desire of the Asst. Com'r. that the Agents of the Bureau should mutually assist each other in the performance of their duties. Planters and other employers of freedmen are compelled to perform their part of the contract. Common justice demands that freedmen should also be held to perform theirs. The fathers of these minors are entitled to their custody in the same manner as other citizens and no doubt are acting for what they consider the best interests of their children and therefore should receive the assistance of the Agents of the Bureau.
