Hargrove Mr
Mr Hargrove was informed that "transportation would be recommended for such as were willing to go from the Peninsula or other points in the state where the Freedmen were without employment"
He was also informed that "the Assistant Commissioner could not under present instructions recommend transportation for those living in Danville or Richmond.
