I have a reliable account of the within mentioned Mass Meeting from which it appears that Mr Jacob Vining Supt Friends Schools near Yorktown who was present examined each one who alleged that he had been unjustly treated by Lieut Massey and

on every instance the complainant had failed to meet his just obligations for which the Freedmens Court of that County had issued judgement against him.
Those who had not been thus involved substantiated nothing against Capt Massey Asst Supt.
The spirit of the meeting however evinced a general dissatisfaction with Capt Massey. based however in the opinion of the best judges and in my own opinion. upon no sufficient grounds. It appears to be the chafing of the people ordered off the lands which once were promised them. They look upon the active agent of Bureau policy as the author as well as the agent of it. With regard to the within mentioned case of rent ordered to be paid and of the "two hogs in one pen" whereof one died and half of the other was ordered to be given to the owner of the defunct hog I find no occasion for complaint and approve the decision of the court. As to the "so many cases of the same kind" I have no doubt there are and that the decisions of the Court at Yorktown upon them are substantially just.
