lumber found in their immediate vicinity, consisting of the above mentioned out houses, farm and garden fences, all of which were in a very dilapidated condition when our troops first took possession.
The amount of damages claimed $1400 is in my opinion unreasonable, as the assessed value of the entire farm including land & buildings is just $1200, and this is the highest amount it was ever assessed at when the buildings were in good condition prior to Genl Lee's surrender. I have ascertained this fact from the official records on file in the county clerks office of Lunenburg County.
Upon a close examination of the damages sustained. I am confident that $600. would be amply sufficient to repair all the damage done the place, and would place it in better repair than when the troops took possession. I have consulted several of the citizens living in the vicinity of the farm. and they have expressed as their opinion that $600. would be sufficient to cover all the damage sustained by the claimant.
The party at present occupying the farm informed me that he would agree to put the entire farm in as good repair as it was in June 1865. for $500.
Mr Wedderburn claims $150. for rent of the farm for 1865. during that year the land was in possession of two citizens of the county who made a crop of oats on it. the land was rented to them by Mr Webb, the agent of Mr Wedderburn. Mr Webb received the rent for the land and consequently should not charge the U.S. Government with it.
The buildings out houses and Garden was only occupied by the troops and the Freedmen. and not the land, which was under cultivation by citizens. The place was vacated by the Freedmen on the 14th Feb 1866. In estimating the damages at $600. I consider that fully $200. of it was done before a Bureau officer assumed charge of the County, and for which the Com'd'g Officer of the Troops on duty was responsible.

Respectfully returned. The within described land is so situated that it is important it should be attached to the Hospital. If gardens are attached to Hospitals the coming season as I suppose they will be. as they proved to be very useful.- the use of this ground for this purpose is highly important.
