Respectfully forwarded with accompanying Letter affidavit and Supplementary Rolls to Maj Genl O. O. Howard Commissioner for instruction. 
The men borne on these rolls were employed before the organization of the Bureau by Capt E. H. Tobey for the purpose of building barracks for Freedmen. 
After the Bureau was organized Capt Tobey continued to employ them but as Capt Stuart Barnes his superior officer alleges without orders. 
The buildings erected by this labor have been constantly used by the Bureau and are now borne on its reports as Bureau Property.
