I requested him to turn the receipts with the balance of the money now in his hands over to me and I would receipt to him for the same, he agreed to this but when called on this morning to comply with my request he informed me that he doubted my right to demand the money. I am unable to see by what authority Mr. Merrell now retains Public money in his possession Sig'd Jas. A. Bates Capt. 43. Inf Supt. see about for ensuing endorsement.
