Respectfully returned to Mr Charles Brown, Philadelphia Pa. The mill herein referred to, was taken by me under orders of Genl Graham. I knew of no order "to burn the building"  Mr Bell will doubtless recollect. that it was only by constant watchfulness on my part, that the troops were prevented from firing the building, I remember that Mr Bell stated that a Mr Brown of Philadelphia was a part owner of the mill. I informed him that, if he was a loyal man, he would prefer having the Govt use his property, to having it used by the rebels. It was shown that the mill was being used for purposes of the rebellion. I would consider this a proper case to be brought before the Commissioner of Claims, so far as your rights are concerned_ I do not think Mr Bell could successfully prosecute a claim for his interest in the mill.

Respectfully returned to the Asst Comr state of Va with the information that the within named woman has been employed by Mrs Morris in New York, if transportation can be furnished to that place. It is difficult to find employment for women here, and there is a large number of them who should have the place to relieve the Govt of their support. This woman obtained this situation through the unemployment office connected with the Bureau.
