The mill herein referred to, was taken by me under orders of Genl Graham. I knew of no order "to burn the building" Mr Bell will doubtless recollect. that it was only by constant watchfulness on my part, that the troops were prevented from firing the building, I remember that Mr Bell stated that a Mr Brown of Philadelphia was a part owner of the mill. I informed him that, if he was a loyal man, he would prefer having the Govt use his property, to having it used by the rebels. It was shown that the mill was being used for purposes of the rebellion. I would consider this a proper case to be brought before the Commissioner of Claims, so far as your rights are concerned_ I do not think Mr Bell could successfully prosecute a claim for his interest in the mill.
