Respectfully returned to Bvt. Maj. Geo. Q. White Chf. QM. Bu R.F and A.L. State of Va, Richmond Va. with the following statement. The claim of Mr Hiscox against the Govt for Lumber paid for to Col. Frank White is new to me although having some business transactions with him as a Bureau officer no mention was ever made to me of any claim on the products of the saw mill at Franktown, by Mr Hiscox, which it seems strange he should not have done if such a claim existed. Again the mill was stopped soon after my assignment to the superintendency of the 1" District and what lumber then yet remained at the mill or elsewhere on the eastern shore belonging to the Govt was used for building the Hospital at Eastville and negro quarters under direction of Dr. Sidney then in charge of the Medical Department of the Bureau on that shore with the exception of refuse lot of some eight or ten thousand feet which as we were closing up affairs generally so far as property was concerned, I ordered shipped to Norfolk which order was executed by Ex Capt. O. Pride then Asst Supt of that sub. Dist and said lumber with that at the Taylor mill was sold at public auction in Norfolk by order of the Asst Comr and regularly accounted for on my property return in the following month  No lumber was sold to any parties on the Eastern shore

by Capt Pride by my order nor anyone else nor was any disposed of by me nor by officers serving under me in the 1" District except as stated above. Probably Capt Pride meant to say that he shipped it to Norfolk by my order where it was used and sold under my direction But that that lumber was the lumber that Col. White contracted to Mr Hiscox certain cannot be known by Capt Pride or myself as he did not enter upon his duties on that shore till the autumn of 1865. some six months after my assignment to that Dist and however just the claim may be, the certificate of these men seems to me to be altogether too positive and sweeping. respectfully

Respectfully returned to Bvt. Brig. Genl. O. Brown assistant commissioner inviting his attention to the endorsement of Capt A. S. Flagg, late Supt. 1st. Dist by which it will be found that Mr Hiscox contracted with Col. White was for oak lumber and there was no such lumber sold by Capt Flagg. on account of the Bureau it is not understood how Mr Hiscoxs claim can now be settled by the Bureau.

In this particular case, the "L" comes from the last name "Lacey". So it is the 87th in the "L" Endorsements of Vol. 1. 1867. Sometimes there are more than one name listed under that reference letter, number and vol.
