Respectfully returned with the report. 1st. the amount of relief required within the District is estimated to be rations for fifteen hundred white persons. This relief will be required in a grater or less degree in nearly every County in the state. 2d. It is believed that the present ration for freedmen will afford the "most relief" and that they can be best distributed through the same agencies as are employed for the like. purpose. among the Freedmen.
