Respectfully returned to Maj. Genl. Howard, Comr. The legal fees of Notary Public for taking affidavits, according to the code of Va. is twenty five cts. There is however a custom in Richmond, founded on agreement between all the Notaries, that one dollar shall be charged and they refuse to take an affidavit for less. This custom also prevails in some other parts of the State and may be considered general.
