R.F. & A.L. for Virginia, remarking that in the within application Edith Palmatere & her daughter Melissa, are described as white while in the brief of the letter they are designated as colored. If they are white it does not appear that they are loyal Refugees, nor does it appear that they would cease to be a charge to the Govt. on their arrival at Baltimore, should the transportation asked for be granted. It is noticed that the card of Dr. Lewis M. Eastman of Baltimore is enclosed, but what connection Dr. Eastman has with the case is not apparent from anything in the papers forwarded by the Asst. Comr. Attention is respectfully invited to the last paragraph of the enclosed circular from this office (No 1. of Jan. 2. 1867.)
