In 1866 there were 192 tenants on the Cooke Farm, to whom Mr Cooke leased his land at $5. for 1 1/4 acres with fire wood. At the end of last year but a small amt. of his rent had been paid- In Febry orders were most compelling all to pay or leave. The lowest terms at which he offered to lease his land another year he mentioned as $12. for 1/3 acre with privilege of fire wood & the tenant was not to be allowed

the privilege of the poor man's law of that State. You was present at a meeting of the tenants where all were allowed to remain who would pay their arrearages within ten days and you dictated the terms to be changed to five Dollars for 1 1/4 acre of land, without the privilege of firewood - By this means 74 tenants remained who paid their arrearages & 1st. Quarter rent, accumulating to $441.27/100 - This money was paid to Mr Cooke who gave a separate receipt to each tenant for the 1st Quarter's rent. After receiving the terms as modified you & when he had forwarded his final terms viz: $12 for 1/3 of an acre, he stated to me that he would allow tenants to lease for $10. pr. 1 1/4 acres with wood, but I was not at liberty to deviate from the final orders I had received from you & so stated to him at the time. - His tenants are ready & willing to pay his rent & if so disposed he could make an income from his farm of $900 per annum at present rates. I have offered him the use of my office for the transaction of his business, but am unwilling to received & receipt for his money. Every other assistance I am ready & have cordially offered him. the feeling evident by Mr Cooke in this within matter has been most bitter & uncalled for, nothing but old prejudice can account for the same. x  x  x  x  x  x

Respectfully forwarded to the Asst. Comr. Va. inviting attention to the enclosed report of Bu. F. Capt. T.J. Massey. The present rental of Mr. Cooke's Farm is according to his own terms so far as the land is concerned. So far as his objection are grounded on the statement that the freedmen will steal his timber, they are gratuitous & unwarranted without further proof of the bad character of his tenants.
