Respectfully forwarded to Bvt. Maj. Gen. Schofield, Comdg. First Dist. State of Virginia (thro Bu. R.F. & A.L.) to which I would invite special attention. In many instances, the interest due by virtue of the act of the assembly on these old debts will amount to thousands of dollars which if payment is compelled, will utterly prostrate the farming classes, as but very few are more than able to carry on their agricultural pursuits with every available means at their present command. The Freedmen now engaged in many cases as partners on farms would be equal sufferers for most of their labor would be lost. The debts upon which this interest has accrued were based on property that has now perished by the result of the war. Believing that in the issue all was staked. I think that justice demands that these debts be rated to their actual value.

Respectfully returned with explanation that delay has arisen from difficulty in finding Mrs. J. W. Shoemaker's residence. She resides No. 55 Theatre Street.
Mrs. J. W. Shoemaker gives assurance that she could provide for this family if sent here, and is apparently able to do do so. She has a son who is receiving good wages, a

brother of the applicant who also states that the family could be supported if here, without further aid from Government. I believe them to be worthy industrious people.
