Genl. (thro: Maj: C. E. Compton, s.a.c.) with the affidavit of Mer. W. E. Whitmore by which it will be seen that these hands left without just cause. While on their way back to Petersburg they stated to me that Mer. W. had refused to pay them and asked for permission to "break their contracts," knowing that Mer. W. E Whitmore was a man who paid his laborers promptly, I advised them to return and assured them that I would see them paid. These papers have been delayed by the illness of Mer Whitmore. (sgd.) Jno.
