Respectfully forwarded to Bvt. Brig. Genl. O. Brown Asst. Comr. Ste. of Va. for his approval. I think it would be much better to have all this city schools under one society, if arrangements could be made to that effect with the societies.
The referred Presbyterian Church have had four teachers here, and I would recommend that they may be asked to transfer their schools to the H.U. Society, as they; have the largest number of schools here, a house for the teachers, and a Superintendent.

Respectfully returned to Gen'l S.C. Armstrong, agent. - The hiring of teams absolutely necessary for the performance f Bureau duties will be approved by the Asst. Commissioner.
It is believed that all Freedmen at present within the limits of the 5th Sub. Dist. can be furnished employment in the State at a much less expense to the Government than by sending them North. Necessary teams for this purpose will be paid for by the Bureau. 
It is believed that the carrying of mail matter & telegrams does not require a mounted messenger.
