Respectfully returned to Lt. Paul R Hambrick, Actg. S.A.C. with the information that I visited the church within named several weeks since, and upon enquiry found the children herein mentioned living in that locality. The building recommended for the school needs repairs and it will cost $150 to make it suitable for scholastic purposes.
The establishment of a school in that vicinity would be a blessing to the colored people, but they are too poor to render any assistance in the way of money. A Mr. Hilliard colored, of this city is, or pretends to be the owner of the property. He seems very indifferent to coming to any conclusion respecting the terms or conditions upon which the building can be based. Failing to gain the information required after several attempts to procure it. I am compelled to return the within application without further action at this time
