Richmond, Va. Aug. 1st 67.

Respectfully returned to Genl. O. Brown, Asst. Comr. recommending that if General S. C. Armstrong has sufficient work at Hampton to keep a carpenter constantly employed that he be allowed to employ one at ($70.00/100) seventy dollars per month, that being the highest price paid by the Govt. for the services of First class mechanics in this city.

If General Armstrong desires to employ Mr J. E. Blood simply as a Superintendent, I would suggest that his application be disapproved.

Respectfully returned to Genl S. C. Armstrong, Agent. The employment of a carpenter at ($70) seventy dollars per month will be approved, upon a statement from General Armstrong that the amount of work is necessary to employ a carpenter regularly. General Armstrong will however observe that the cost of carpenters work on the School houses is to be paid from the amount appropriated for schools in his Sub-Dist. of which he is already advised.
